My idea is to have every car constantly sending out a wifi encryption that states that cars owners name, the cars license plate number. All cars would also be enabled with a screen similar to onstar, to veiw this information from the other drivers around you and form a connection to chat or give a friendly "thanks" to a driver that let you in the lane.. It would also help police with finding a wanted driver.

INO, it would be a bad thing.
A: it would muddy up and aready polluted and crowded RF spectrum.
B: if it is going to carry personal data, it will be insecure. At minimum it would have just a big code that you tied up onto a secure database.Even if it were just a big code, "Big Brother" could track your every move.If there were a car>car messaging system, the spammers would penetrate that surely.
C: How would you selectively control which cars/people would get your data, especially when you are driving?
D: Criminals would either disable or re-number a trasnponder with false data.
