Why not offer high end cellphones or pda phones with a three year pay plan. The carriers bill monthly anyway and I think most people would find a 19.99 / month equipment cost easier to swallow than a $300-$500 phone.

Obviously this would not work for new activation which already subsidize the cost. This could be targeted to customers a year or two into a contract who want the latest and greatest phone.
