Why are houses for people who live in hurricane and tornado areas still being constructed to design shapes which in some cases are hundreds of years old and which are vulnerable to being destroyed by these extreme weather events?

What if some research could be done to find a house shape which could be built from local materials at the same cost as the traditional design but which would allow the air from a hurricane or tornado to flow smoothly over it without tearing the property apart? maybe it could also be designed to deflect airborne debris as well,though protection from tornado-borne cars and trucks might prove difficult.

I realise that finding a shape which would withstand a tornado is a very difficult task but doing some research on this could bear fruit and save people a lot of money on doing re-build and repair work.They already build houses to resist earthquakes so why not look at hurricane/tornado damage limitation too?

Insurance is cheaper than building for the worst case scenario.

Thats true but if you have to do a rebuild because of storm damage more than once your insurance cost will go way up. There are people in the UK who can't get building insurance now because the insurance company wont cover their property because they live in an area where their house is regularly damaged by floods and storms.

I'm talking about designing the house so that it can be built for the same cost as a traditional house but be much more resistant to wind damage which is surely better than having to do a complete rebuild.Im not pretending that it would be easy to do this.
