If all cars with GPS automatically send data on speed and location, a central computer could process the real time traffic conditions everywhere.

If enough cars are sending data then it will know that the highway moving slow, but that there is an alternative route available. It can find a route like mapquest, but instead of using speed limits it will use realtime data from the other cars.

Once enough cars had this system, traffic would allocate itself more efficiently and there would be fewer traffic jams.

There are of course privacy concerns, but that's the price you pay to participate in the system.
