Ever been in an airport in the Northeast in Winter and seen people walking around in t-shirts and shorts? Presumably they just returned from the tropics, and didn't want to pack winter clothes for the trip. Why not sell at the airport a suit made from heat insulating plastic sheeting, such as they give to marathon runners after a race? These could keep a person warm for the ride back home and then be thrown away. They could also include a pair of foot covers for those travellers wearing flip-flops. Maybe you could fold the whole outfit into a small package you could take with you on your flight to deal with unexpected cold weather.
