How about an arrangement to jointly file a patent application across diverse jurisdictions, e.g. US and Asia. Lawyers in the Philippines might call that a contemporaneous filing of patent application. Wouldn't that build in an incentive to cut cost on filing fees and related expenses?

They do it in the EU. A patent in one country is valid in all.
You need a treaty and an agreement on the rules.
