So many landlords will not allow pets regardless of the individual dog. I would love to start a pet insurance service where an insurance agent/behavior specialists visits the actual pet, prescribes a set course of training with a pre approved trainer for behavior and destruction issues. This pre approved trainer evaluates the dog and provides at least basic obedience training. At this point they are able to be insured and this is offered to the landlord as a guarantee of payment should the dog cause any damamge.
