SPAM is still an unsolved problem. Current Anti-SPAM technologies are based on filters. This is the wrong way. Everyday I have about 4 brochures in my real mailbox. And everyone can read my address in the white pages. But I receive about 20 SPAM e-mails per day. And I'm really carefull with my e-mail address. The difference is that e-mail is nearly for free for the sender and brochures are not. Therefore, I suggest an e-mail system that takes 1 cent from the sender and transfers that to the receiver. Two friends exchanging e-mails would always transfer 1 cent between them. So it's still for free. Sending SPAM to 1 million people would cost 10.000 bucks. This would definitely reduce the number of SPAM mails. I would even be willing to pay a monthly fee for that service (let's call it "clean e-mail"). I can think of many different ways how to set up such a system (from using the existing technology to a totally new e-mail protocol).

So you'll only receive emails from people who have signed up for this system? It seems like it would just makes life a little more complicated--I already get enough bills each month.
Perhaps another form of "payment" would be reasonable. I remember reading about an encryption method using individual keys that is very intensive during encryption but much more simpler to decrypt. To send mail in volume would require an excessive amount of time (spent processing each mail), while each user could open the transmission in a fraction of a second.
As bad as SPAM is for the individual, it has some hidden benefits. The robust data rate of the internet continues to be pushed to higher speeds. Part of that is due to the amount of SPAM present. As much as I hate SPAM, it contributes to a degree the improvements on the internet.
I personally would be willing to pay the reciever of my emails a penny a pop, but what would happen if a SPAMMER were to use my IP address? Then I would be charged $10,000 dollars. And just as bad, a virus starts sending out emails to everyone on my contact list, repeatedly. Once a system like that is put in place, someone is going to abuse it.
Make SPAM illegal and allow prosecutors to collect damages for intentional violations. Use the money recieved to fund further enforcement efforts. If an abundance of money results, donate the proceeds to providing terminals for the internet to people of poverty.
