Now that small LEDs have been developed to shine quite brightly, their light weight with a small light weight battery could be incorporated into translucent or transparent colored helium balloons for floating decorative lit displays either blinking or steady, at night celebrations where they could be tethered over parties and musical events.

I would think this is very marketable. Most expensive part would be the helium, possibly. I'd suggest starting a business or selling the idea, after patenting it though.

Feel free. I am not financially situated to engage in business and although I survive on a minimum income, spending time convincing people to invest in or buy the idea motivates me not at all.
