I have recently noticed many USB power packs, small things that you can carry around and when your cell phone runs out of battery, you insert that thing into your cell phone's USB port and get some charging done. I do not want to carry another device or charger for my phone. But I can certainly carry small USB cable that I can plug into my phone and my friend's / colleague'ss cell phone and loan some battery power (i.e. charge my phone). My laptop can charge my cell phone now, why can't another cell phone do that?

It could if it is a USB host. It would kill the other battery.
What about cheap disposable one-time-use cell phone batteries? Carry around a spare for those times when you desparately need your phone?
Come to think of it, I believe this product already exists.
