If an emergency vehicle such as a police car or a fire truck or an ampulance could broadcast a special signal to traffic lights within a three block radius either the red light or a special emergency blue light on each traffic light could flash that an emergency vehicle was approaching and traffic must pull over to the side to permit the vehicle to pass through. As the emergency passes close by each light the light would cease flashing so traffic could normalize. An audio siren is frequently too vague to know how close an emergency vehicle may be approaching and an added visual warning would help as an auxiliary to the normal sonic warning.

Subsequent to posting this suggestion I used the new search capability and discovered the essentials of the idea had been posted previously by someone else. I still seems to me a good idea but I apologize for duplicating an idea previously posted.
Still a good idea. Perhaps a fixed time elapse for normalization --this step might be missed by distracted personnel.
