After having reconsidered the case of recycling (and the comments posted after my first idea on the subject), I'm proposing the idea of dynamic recycling deposits. Instead of a flat rate of $.05 or $.10 per container, the deposit on a material should reflect the current value of recycling that specific material. For example, it has been stated that aluminum is cheaper to recycle than to manufacture from scratch (bauxite), so... the value of recycling aluminum is higher than the value of recycling a material that costs more to recycle than to produce from scratch. The deposits on materials should reflect this value. Perhaps we could call this value the "recyclable materials index", or something similarly official-sounding.
