Smokers pay higher health and life insurance premiums because they choose to ingest a substance that is known to cause quite a few diseases of the human circulatory and respiratory systems. There was a time in our history when doctors recommended the smoking of cigarettes to their patients. Given the tenaciously addictive quality of cigarettes, I propose that people who began smoking during this time (before smoking was proven to be a health risk) are given non-smoker status in regards to insurance premiums. In addition, these "old smokers" should recieve discounted or free smoking cessation aids, should they choose to quit smoking.
