Inspired when I needed to sit in the men's room at a book store, and BOTH toilet seats were covered with urine. The toilet seat's upper surface has tiny embedded electrodes in a tight grid, e.g. every 1/8th inch. Any pee on the toilet seat completes a circuit, which causes a LOUD electronic voice to state "Jerk alert! Jerk didn't put the toilet seat up! Jerk alert! etc." It repeats that for a minute, or until the jerk dries off the toilet seat. The toilet seat should probably have a "Jerk Alert" label warning the user of his impending humiliation. For the home model, I might want to have a clock built in, so we're not awakened at 2:00 AM when a sleepy lad forgets to lift the seat. There should probably be a way to turn off the alarm, with a key perhaps, so it can be cleaned without invoking "Jerk alert!".

Why not just attach a spring to the seat so that it remains in the 'up' position until there's weight on it?
Good Idea. I hear that to solve these problems in airports they use these little "targets" that you stick to the bottom. The urine overspill reduced I think 60%!
What if someone is going to get some toilet paper wipe it off? Or they don't notice? What if the perp just up and leaves? Remember the pay toilet? People won't like this much more.

Uh, that would be a jerky thing to do. Smearing your urine over the toilet seat is not a kindness. Swiping it with tissue paper is better than nothing, but it doesn't actually make it clean. Lifting it before you pee, so you don't get your urine on to the seat, would be the considerate way.
