Lets provide a new three trier medical insurance.First: High cost procedures (>$500) only. No coverage for prescription drugs or primary/specialist care vists (since most are usually under $500).Second: High cost procedures (>$500) and prescription drugs coverage.Third: Full coverage.

First, would benefit generally health individuals who need insurance only for emergency purposes. Since, visits to doctors would be less frequent.Second, would benefit those who are mostly health, but are using high cost prescription drugs.Third, is default.

Insurance would cost less for the first two triers and cost more for the last. If employers offer all three to their employees. An employee choosing the first two tiers, should get a percentage of the premium difference the company would pay for third trier. Hence, offer an economic benefit to staying healthy.
