People are usually passionate about their mobile phones and cars. What if we put them together into a web community space? The participants will be able to send SMS messages to each other using the license plate numbers. This will allow users to also form micro communities based on car models, driving styles, etc. It could also expand to be a dating site, road assistance, etc.
