I think that since most people carry there cell phones around where ever they go that it should also funtion as a remote. You would use the numbers to change the channels. the way to program it to a specific television is that each TV will have a unique code enabled to it. You would be able to read the code, program it to your phone, therefore the phone could act as an universial remote.

They are smallish, don't have enough buttonsm suck battery life sooner used for the primary function, don't have that many keys, and are heavy for their size.
Half-decent universals aren't that expensive, really.
This exists exactly as you describe it. Just say "I have a toshiba tv and wham-0, on your way!"
