Create windshield from material that reacts to idiots with "tiny weener" lights on their car (the blinding ones in the oncoming lane that people put on their car because they are so cool and powerful, despite the fact they blind oncoming drivers.) Material reacts to glare by dimming glared portions so driver can see road ahead and doesn't have to squint.

How would you dim only the glared bit? The bright light is shining on the whole windscreen! To be honest, I'm not sure that dimming the whole windscreen at night is a particularly good idea :-(
If I knew how to dim only the one part, I'd have invented the thing by now.
Theoretically an opaque disk perhaps 2 inches in diameter on a swinging arm could sense the glare and move to match the change in direction as the vehicle approached. This could be programmed to move to shade the area of the driver's eyes ...but this would require rather sophisticated tracking mechanisms and would be expensive. But some dim wit might be able to work it out.
