I think that people should be able to delete their own ideas after the submit them. You could delete it if you previously thought it was good but by reading comments you changed your mind and want you to aviod embarresment.

I have submitted an idea or two which aroused comment indicating that it had some very bad consequences. In that case I added to the comments indicating that I agreed it was a bad idea. It is good that the idea was discussed and dismissed and that the discussion remained for others who might have considered submitting the same or a similar idea. There is no embarrassment in having a bad idea. It happens to all sorts of people and is nothing to be ashamed of. Also, a bad idea can insire someone to have a better one.
