Today when I used whiteout it wasnt the color of the normal white paper. I think that whiteout should be the exact color of the paper so it blends in no sticks out.

"White Out" already comes in a variety of colors for working on different colors of paper. It has been out for years.
The color "white", in itself, crosses so many shades (take a look at a paint color wheel) that finding the correct shade to match your shade of "white" paper could make the process hit-or-miss.
