Where can I get on the Internet a site where I can find EVERY plant catalogued with its scientific name, including a photograph of its leaf, and be able to search by pattern or doodle, a particular leaf then the system produces pics of the plant, its location, habitat, pic of leaf, etc.

1) This isn't an idea, unless you're implying that there should be some sort of program to answer your question. 2) Google "leaf identification key", which should be a fine start.
Such technology certainly exists to implement your proposal. This is nothing more than some string algorithms, and I believe all the algorithms you need were probably written before 1985.
I would vote "agree" but I don't know if such systems actually exist. If they don't, then this is an idea that is overdue.
