I dont know if they have these o not but how about a phone where you can only answer calls not make them. So your parents could call you but you wouldnt be off wasting your minutes someway else. Either that or the parents can have a list of numbers the phone can call.

Most better phones a parent can set the calling rules to none, or presets only, and such.
You can enable this "feature" by calling your carrier and telling them to block incoming or outgoing calls.
