Create a program that allows individuals on the internet to "safely" open another participating individual's modem port for "local calls only".

Allowing only seven (7) digit numbers to be dialed, not allowing the first numbers to be either a 0 or a 1, not allowing the # or * keys to ever be used, terminating calls immediately if any phone key is pressed after the seventh digit is pressed during the entire period of the phone call, and terminating calls immediately if any tone used by the phone company other than the ten (10) dialing digits is detected during the dialing sequence and duration of the phone call. That way anyone can call anyone airtime free as long as the individual doesn't mind sharing their IP and phone connection.

This could work seamlessly by interrupting VOIP phone calls whenever the local computer useage starts requiring a large portion of the internet bandwidth, a significant amount of machine resources is required by the computer, or whenever the persons phone is picked up within the house.

Also, all calls within an area code would be shared equally by all participating VOIP network participants so that one persons computer resources are not used more than another. This system could further be more robust by automatically sensing when a current connection is about to be terminated and connecting through another computer automatically to maintain the VOIP conversation.

PeerToPeer VOIP might be a little more desctiprive.

Most countries in the world bill by the minute for local calls, and have calling party pay, so wouldn't work there.

Users of ones phone line could use it for illicit purposes, putting a good deal of liability on the "owner" of the phone line if it does end up being illicitly used by fraudsters, criminals, or just even pranksters.

Good point, I'm not sure what the extents of liability would be for such a system. Sometimes Yahoo and Google's search robots will discover and create links to Child Pornography. Is Yahoo and Google liable? I'm sure they block the linka as soon as they are found out. But what if the authorities find a child pornography link on their system first?
