What would happen if instead of carrying around USB Hard disks we could plug and play RAM (Erasable Programmable) when inserted into USB port then all the programs are loaded into memory at the same state it was "saved" : No need to bootup or shutdown : Internet Explorer browser is completely loaded from memory all temp files are in memory so browsing is very fast? I could copy files from and to the disk also?

This would be nice on a desktop even. No need to ever "shutdown". The access times are slow for these types of devices, so I'm sure that is a major factor when considering it for all around useage.
ACPI handles this on modern computers. It's known as the "hibernate/sleep" option in Windows. You would have to tell the ACPI configuration to use whatever non-volitile memory as the ACPI partition. As was stated, non-volatile memory is still very slow and won't be instant.
USB flash drives are fast now.
I think windows Vista supports something about programs on a Flash Drive.

However the idea of hibernating programs is good.Altough it would be a verry complex matter i gues.As besides this USB stick a desktop computer allready has memoryand a new mememory manager should be invented (under windows) to do this.
Altough you know there are also BIOS versions who can start from a USB disk (like A drive, CD rom or C: drive. XP can be put on stick if i remember wel. Linux can also boot that way. it isn't like program hybernating but it comes close to that.
You might also thnk of putting a VMWare session on a stick, that's quite close to it...
There has already been some work done on keeping a virtual machine on removable storage. Hibernate the VM, pop the USB drive into another machine, restore the VM session. At the moment, this is about the best we can hope for, I think. As for IE, I wonder if there is a plugin or somesuch to add support for session save/restore? If so, the session information could possibly be kept on some form of removable storage. Session information could be much smaller on disk than a copy of all memory relating to the process. Also, it could be much more portable, even for non-IE browsers.
There are some flash memory based drives out there... and also hybrids...
search for nand drives, ssd, etc.
basically its like a flash drive... with 32gb... very low power consumption and less heat, no moving parts.. etchybrid ones will have a mix of a regular drive and ssd/nand technology. whatever needs to be faster is moved to ssd/nand drive and the less used data to a regular drive. do a search on google :)
