Stores and Malls that have big parking lots should allow people to purchase or pay a monthly fee for a little sign similar to the handicapped parking sign that would allow you to park to specially reserved spots closer to the mall/store. Only people with the little signs would be able to park there.

If a mall wanted to extract more cash from it's visitors it could simply install parking meters and enforce the regulations imposed as such. However, people would cease shopping there and go where ever there weren't meters. The reason they don't is that people like free parking.

Having free parking when the cities were trying to regulate parking is how the malls and superstores managed to kill the downtowns in countless cities.
