Many households have two breadwinners and therefore have access to two medical insurance plans. One is usually found to be more suitable to the families needs and the other is minimized and goes ununsed. When employees "opt out" of their employer's imsurance options, allow the employer to re-sell the most basic policy they had made available (i.e. catastrophic plans) elsewhere, i.e. to a small business owner who cannot offer affordable insurance options to his or her employees.

Obviously, pricing the initial policies would become difficult as the per employee "cost" of a plan to a large employer is based on the knowledge that many employees will have premiums paid on their account without actually ever using the insurance.
