How about applying the open-source idea to the international humanitarian relief community? I'm thinking about databases used to track beneficiary and distribution information. Each NGO/organisation has its own home-grown database system which is usually not particularly well-adapted or effective. It becomes an absolute mess when information has to be shared (this comes from first-hand experience). An open-source, collaborative effort would probably produce something more dynamic and adaptable to the varied situations in which these organisations work.

I don't have any experience in this field, but it sounds like a good idea. Probably will take a long time to get off the ground though, but worth it in the end.
