Consider the 'paper clip' character of MS Word. It knocks on your screen when you need help with a Word function. Consider a similar character on your cell phone. Tracks your location via GPS, learns your cuisine preferences, inconspicuously browses internet to find matches and suggests you a restaurant for lunch, dinner, or any other query you may make. Traveling consultants, casual tourists, or anyone in a new place will need one. You will be able to choose the character you want, perhaps favourite cartoon characters or superheros or super models. This character will have artificial intelligence to learn about your habits and interact with you like a personal assistant. This will be your 'real' imaginary friend. It will be super cute and addictive.

Great idea. In addition, at the touch of a button, if the cellphone can place the order directly to the suggested restaurant and have it delivered to a specific place at a specific time, the convenience is extraordinary.
Great idea - as a tourist, it would be far smoother than pulling out that massive guidebook from your fanny pack...
This is a great idea! Appealing both to people unfamiliar with the area and with locals looking for a new idea. You could possibly get both the user to pay for the service and the restaurants to be listed in a database as "premium" suggestions, although that might raise issues of credibility re: recommendations.
