Fuel Efficiency Lanes | |||||||||||||||||
Like a carpool lane, create highway lanes that are limited to cars with a minimum fuel efficiency standard. To avoid regulation and funding problems, make it like a "trucks prohibited from the left lane" policy. Instead, vehicles with a certain rating (>20 mpg) only are allowed in the left lanes.

Another part of this idea is that low efficency cars get worse gas mileage at higher speeds. By limiting them to the right/slower lanes, you might reduce speeds (although might increase road rage).
That's already been tried in some areas, notably in California. The problem has been that there aren't enough high-mileage vehicles to fill the lanes, and the result is increased traffic in the other lanes, more slowdowns, and a lot of tickets given to exasperated people who drive in the prohibited lanes.
