For street parking, why not have a pre-paid 'debit' card that you can swipe on the parking meter when you park and before you leave a parking spot. No more fumbling for change and no more running back to add more coins.

I think you miss the point; if this became widespread, it would seriously reduce parking fines, and most municipalities depend on those revenues to feed and house their crack-addicted welfare recipients.
