Practically every gym bag is oversized relative to the shape of gym lockers. For example, most gym bags are horizontal while most gym lockers are vertical. Why not make a gym bag that is vertical as well such as a woman's tote bag? Market this product to women.

I would like a compartmentalized gym bag with a separate entrance for my shoes..
I've actually had one of these back in the 90's. It's the shape and size of a normal locker with a separate compartment for shoes. Maybe it went away because they weren't stylish or attractive enough for people to really take off. But nice idea.
