Everyone's taking digital pictures all the time, and more and more of them are being taken with cell phone cameras. As cell phone cameras improve and more cell phones have GPS technology, there's the possibility to stamp digital pictures with both a location, a direction the cell phone is facing, and the time the picture was taken. People could submit these pictures to a website that would become a compendium of pictures taken around the world of different places at different times. You could do a search for a location, and then see all the locations nearby that have been photographed and the photos uploaded, and what day/time the pictures were taken. Eventually, most of the world would be captured in a variety of weather conditions, at different times, and anyone who wanted an idea of what a place is really like could look through all the pictures taken and have a unique understanding of the area.

I think there are some faults in this logic, but -- especially in NYC, which is a perfect setting for the execution of this system -- you really are onto something. Keep on thinking, Maquisard!

Flickr can do most of that.
Mind you, the GPS on the phones that have it is for emergency agency access only, at least in the USA. As I understand it, only CDMA phones have GPS built in.
