I get pretty annoyed when people either don't move after a green light or I'm sitting at a red light for 10 minutes when there are no other cars to be seen. I propse a traffic light sensor system that changes the light color from red to green if no other cars are in the area and also alerts the driver of a car if it has not moved after the light has changed to green.

Traffic sensor loops have been around for years. They aren't infalible, tho'. Older ones don't seem to pick up motorcycles very well at times.
As far as the person who hasn't noticed the light has changed. . .try the horn.
How would it alert the driver?
Alert the driver with a FIERY BALL OF DEATH
