The idea is to embed two devices inside a surfboard that will enhance the safety for surfers from sharks. The first thing – a small heat sensor system. The heat sensor will be able to detect a change in a significant mass of water within several meters. If the sensors detects any reasonable change in temperature, the second device embedded in the surfboard – a pod filled with sodium laureth sulfate (SLS), will release itself from within the surfboard. SLS is a common foaming ingredient that can be found in several household products. SLS coats the gills of sharks, making it extremely difficult for them to breathe. This will increase the likelihood that sharks who encounter SLS will swim away from it.

I don't know how warm sharks are, but I doubt that they're as warm as humans. Anyway, I suspect you would have problems with false alarms caused by other people in the water.
