There are times that you dont want your phone to ring unless this is an urgent matter ... you can not turn it off but you dont want to receive all calls ... Maybe you can instruct your phone to pre-answer your calls with something like: "The owner of this phone do not want to be bothered, if this is an urgent call press 1, if you want to leave a message press 2 or if you can call later just hang" If caller has a good reason to bother you will press 1 and the phone will then ring.

telemarketers will always press 1
The ultimate question is How to handle people who owe you? It may be money or else. They will not take your call anyway.
This is very similar to the fax-machine problem. But, I do like the idea.
