I just got back from Chicago and it's true - it's the windy city.
Recently I watched a Discovery Channel special on alternative power sources. Once was the wind turbines to generate electricity.
It would seem a good idea to place vertical stanchions against tall buildings on either side of the street and span across with bridging. Then use this bridging structure to place a series of wind turbines between the buildings.
The structure would look much like the large signs you pass under on the freeway.

This is already being implied in many places. One of the famous sites which I have seen is in Baharain, they has put wind mills between two tall buildings by bridging them together and use the gust and speed of air, passing through these tall buildings to generate wind energy.
Could work if networked across many, if it was just a few though, the structural integrity may not be sufficiant to stand up against environment.
There is ofcourse an apparent "noise" issue with wind farms, I live right next to one and TBH, I really cannot see any issue!
