This idea is for insurance companies to only pay for accidents in which a verified witness actually saw the accident happen. This is sort of what is happening in Mississippi post-Hurricane Katrina.

So you're saying that if some dumass hits my car on the street and keeps going (never caught)that I have to pay the thousands of dollars to fix the damage because no one was there in the middle of the night to see them do it? What if a tree falls on the car and nobody sees it happen?

I mention these two scenarios because both have happened to me. I pay insurance premiums that covered both of these events. And I was happy I had that coverage.
