Hold up... before nixing the idea, why not say what's really wrong with it? Is there something wrong with dogs getting it on with random dogs, or is it somehow applying human norms to animals? The poster didn't say this was a replacement for neutering or a necessary thing for owners, only an option. To make the idea more serious, the poster would have to talk a little more in depth about what you gain from having this option (are there really a lot of dog owners who don't want neutering? Is there a downside to neutering?), and how you deal with problems (what if the dogs get pregnant?).

As far as I know, most female dogs only want to mate during estrus. I'm also dubious as to whether animals mate for pleasure or only because their hormones tell them 'mate now to reproduce'. I'm not even sure if a male wants to mate to a female that isn't 'ready.'
