Nothing is worse than having to hear a loud person have a conversation on their cell phone in a public space. It is problematic for the bystanders, the speaker, and the receiver of the call.

I would suggest building small phone booths, without phones, called "speak easy's". There would be no fee to enter the booth and tkae or complete your call.

The booth would be filled with ads, which would provide the revenue.
