What he proposes will definitely work. It will basically choke the mail servers of spam-friendly ISPs without affecting the rest of the world, AND it doesn't require any sort of payment system to be set up. Email will sit on the server of the sending ISP until you go and pick it up.

Only problem is, it's a radical change in the way email servers exchange email.
