In a busy restaurant you might need to wait some time for a free table then some time for a waiter to attend you and another time for the food to be prepared.

You can ask for a menu while waiting. I do this once in a while when I drop into a crowded restaurant without reservations.
The reason you can't order in advance of being seated is that many of the foods served are best shortly after they are finished cooking. If you are delayed getting a table due to some patrons not finishing as fast as expected your food would not be served at it's prime.
If you are in a big hurry there's always MacDonald's. . .
