Tax Credits for Spay/Neuter | |||||||||||||||||
Offer a one time tax credit per year to anyone who spays/neuters their pet or stray. This could reduce over population, reduce the burden on shelters, reduce euthanasia and be incentive for America to do something about an explosive problem. Proof could be required from a veterinarian or spay clinic to prevent fraud.

Simpler would be to license only fixed animals, unless one has a breeding license.
Its a good cause, but my gut tells me that the people the tax credit would appeal to are also the people that already took care of their pets. The cost of setting up the program might be better spent on creating cloned pets who cannot reproduce naturally, or something along these lines.
Another (not so popular) idea would be to tax all pet sales and offer a complete refund to those that Spay/Neuter.
Take this a step further and set the tax (net total collections) equal to the cost to maintain pet shelters that care for unwanted pets.
My city already charges $5 to license a fixed dog and $50 to license an unfixed dog. I think this serves the same purpose and all cities should adopt similar policies. Particularly for those people whose income is low enough that they don't pay taxes as it is, a tax credit wouldn't do that much good.
