Construct low-cost prisons for model prisoners. Allow inmates to return to the outer prisons at any time. Allow prisoners to govern most of their environment, including ejecting unwanted members. Reduce the number of paid guards, use cameras and electronic devices to maintain control. Fewer worries about "cruel and unusual" because inmates will WANT to be here to avoid the real monsters in the outer prisons. Let them self-govern & make money. They might design a camp in the woods with ankle-shock boundaries or some sci-fi bee-hive, but as long as it costs less, their independence should foster the best rehabilitation possible and promote a win-win solution.

They are called light security Prisons, known in the USA as "Club Fed", or country club prisons, although those are mostly for perpetrators of "white collar" crimes.

"dard" criminals get sent to medium or heavy security prisons, regardless of their behavior.

wizard1961, I could not find a way to contact you directly, so I am doing so under one of your submission. This relates to the basic idea you posted regarding using a cell phone to coordinate paid hitch hiking.

I have taken your basic concept, expanded it, and provided alternate uses well beyound your original comment. But I thought you would like to know you inspired something people seem to like.

They already have programs where prisoners leave the pen during the day to work at an outside job. They go back at night.

The principles in your idea are basically the same as the idea of parole.
