I read somewhere that, sometimes, if you increase more room for cars in heavy-traffic areas, you're more likely to invite even heavier traffic. Can we brainstorm ways that those using autos can be "penalized" in order to create smoother traffic? It does not necessarily have to do with money.

Of course, certain people should be spared of being "penalized." I'll leave this part to contributors to comment on.
Another idea is to have autos in congested areas be parked in a big parking lot outside of the heavy traffic locations and have buses give people rides over there.
Some cities are considering or have a congestion toll you pay to drive your vehicle into the downtown core of the city.
