As a NYC resident i am assaulted by noise but mostly by an excess of horn honking from taxis to eighteen wheelers. I suggest that horns should honk inside the vehicle as well as outside. The idea being that if the horn honks inside the vehicle, the honker will be more selective about using the horn! In emergency of course it is appropriate but in traffic jams people seem to use their horns to express frustration knowing that its impact is only suffered by others, outside the vehicle.
