Wouldn't be cool if every cell phone in the future had a hot button that the user could press if he or she saw something out of the ordinary, or completely ordinary. No restrictions in its use. A person could press the hot button simply to be pressing it, crying wolf is allowed. Every time a hot button is pressed, this information, time, location, maybe the direction in which the cell phone was being pointed, ect, would be recorded and would be available to everyone. The cell phone user would be able to view all these points of interest graphically in real time. The button pusher would have the option of putting a qualifier of some kind on the hot button. A commuter might set it for traffic, a birdwatcher could set it for bird watching, or no qualifier at all. This would allow the button pusher to view points of interest of like button pushers. I assume patterns would emerge, patterns that might assist emergency workers, law enforcement, commuters, big brother, the individual, to name a few, something for everyone.

Called "camera" on my phone.
The ambiguity of the nature of the signal would probably quickly demote the signal to the status as noise and if it is not separated firmly from real emergency signals would become a real danger to people in danger. There is an awful lot of intellectual garbage already flying through communicative space and this would only contribute to it.
classicsat is correct. almost Everyone is having camera phone. just its matter of uploading that images to portals like flicker. This is what you are looking for.
