Is it possible to package milks/liquids in a KIC keeps it cool package regardless of outside temperature something like a air conditioned tetra pack and which is cheaper to produce tetra pack milk or milk in polythene packet?

The big question is would it be reasonably possible to "make" cool in an affordable, safe, and disposable manner.
There are containers that have a chemical pack to cool the contents of liquids. Milk can be irradiated to kill all the germs in the package.
I don't see where this would be any significant issue to implement.
The cost and market are a consideration however.
