Frequently when I am listening to speech on TV or radio I find that people whose speech lacks many of the higher frequencies is fuzzy and difficult to understand. A simple filter will wipe off the low notes but the voice then sounds tinny and mechanical and improves only slightly. I wonder if it is possible to modify a microphone to shift the entire vocal spectrum upward and improve the comprehension of the voice input.

You could do it not in the microphone , but a signal processor down the line, but pitch raised voice sounds too unnatural and weird to listen to all the time.
Better would be to give a boost to the high end, either at the source, or at the listeners end.
The TV station should sack the anchors having voices which are not clear or lack the highs and lows . It all depends on the quality that is broadcast. Thebetter the quality of broadcast the better will be your reception. That is simplelogic- You need not have a DSP to resolve the TV reception quaility.
