Then promote businesses there to improve their economy so they have no need to come to the United States. You do realize within the next 50 to 100 years spanish will become the national language here in the United States. Then if Mexico and the United States share a significant ethic, the United States and Mexico could merge into one system of States. There would be no borders other than that as between Michigan and Ohio.
This all would cost less than building the tributary that you propose.

Hard to put down my comments concise enough to fit onto a bumper sticker. A big ditch is not enough of a barrier. We also need to take care of our existing infestation of illegals, get them out, and let them apply legally to work here.
Short version: A country that permits an invasion of 20 to 30 million illegals is in for serious trouble.
While we can help other countries, it is imperative that we take care of our own problems first. Barring genocide, insane rulers, wars, starvation, natural disasters, threats, etc., we are not our brother's keeper. Yes, Mexico has problems, big ones. Open borders with the USA is not the way to solve them.
We effectively subsidize 20 to 30 million illegals already by higher auto insurance rates, higher health care, higher crime rates, increased police costs, and city infrastructure requirements. Why? To lend a blind eye to the perception that they are helping certain segments of the USA with crop production.
Britain turned a blind eye to the wave of immigrants who came over due to a labor shortage in textiles. Since then, two things have happened: higher levels of automation, and the Muslimization of northern Britain due to illegal immigrants and lax policies. The USA is in danger of the same type of invasion results. Phone messages in the Southwest USA are today typically bilingual, because the illegals don't even take the effort to learn the country's language. Yet they want our money.
They say they have a right to be here. They come into our country illegally, break laws on a continuing basis, forge documents, drive without licenses, commit crimes without fear of deportation, and they think they have a right to be here? You say there are those that don't break the laws? Yet, they came illegally..that makes them lawbreakers by itself.
Bleeding hearts say that we have a duty to help them. Actually, we don't. By permitting Mexico and Cuba to use the USA to solve their labor and money problems, the countries are provided the luxury of continuing in their 3rd world country bribery and corruption. We need to be providing tough love, and build a secure border, and send the existing illegals home. Then Mexico will be faced to deal with their problems of their own making.
When my dad lived near the US / Mexico border, they had shotguns pointed down the hall and had to carry hand weapons due to the murders and theft that was prevalent. Yes, that did happen, and it is happening today.
If the price to pay for a secure border is a safer homeland and higher priced spinach, lower cost health care and auto insurance, then I am for it.

How about this - invade Mexico and give all Mexican women a tubal. After a couple generations there would be nobody left in Mexico to migrate legally or otherwise.
