Why not have a service that airline travellers pay for to have their bags be first off of the baggage carousel? You'd have a limit on the number of people/bags that could do this on any given flight. Maybe one cart-full that would be loaded first upon landing and then sent immediately to the carousel. This would be popular amongst traveller's on huge planes, where it can take an hour to get your baggage, or if u have a connecting flight with little layover and have to pick up ur bags first. It seems like this could add a few hundred $$ revenue to most flights for not much cost.
